On Tuesday, May 1 the Pawling Central School District Board of Education held a meeting at Pawling Elementary School that would also serve as the Public Hearing before the upcoming budget vote on May 15.
To begin the meeting, Assistant Superintendent for Finance Neysa Sensenig gave her final presentation of the 2018 – 2019 Proposed Budget. The proposed general fund budget is $37,670,716 for July 1, 2018 – June 30, 2019. This figure represents a 2.73% increase over the 2017 – 2018 adopted budget of $36,670,764, but a modest increase of $65,285 (0.23%) to the tax levy. The figure is also lower than the 2014 – 2015 ($37,787,367) budget.
To support the proposed expenditure plan, the proposed budget contains an increase in State/Federal Aid in the amount of $194,083, an increase of 3.02% over the previous year’s budget. To further reduce the tax levy, an appropriated Fund Balance of $1,348,607 will be increased by $200,00 from a Worker’s Compensation fund, which, after years of investment, is now solvent.
District officials cite several factors for this year’s budget increase. The area of General Support, which includes BOCES programs and Collective Bargaining Agreements, was raised by 0.27%. Special Education costs saw an increase of 0.86%, and student transportation costs, including buses, were increased by 0.18%. Additional increases to health insurance costs, Special Education instruction, and an increased rate for the Teacher Retirement System (TRS) were also factors in the increase to the 2018 – 2019 budget.
The proposed PCSD budget will maintain all current academic programs and continue to further the district’s goal of supporting all learners and improving opportunities for academic challenges. All Fine and Performing Arts programs will be maintained, as well as all athletic programs. The proposed budget will also maintain $500,000 for Capital Improvement projects across the district, including infrastructure and security upgrades. The PCSD Budget Vote will take place on Tuesday, May 15 from 6:00 a.m. until 9:00 p.m. in the Pawling Elementary School gym, 7 Haight Street.
The next Board of Education meeting will take place on Tuesday, May 15 at 7:30 p.m. at Pawling Elementary School.
