Town Board Bids Farewell to Councilmen Montemarano and Upham

The Pawling Town Board convened on Wednesday, December 13, for a workshop meeting at Town Hall. This marked the final session of 2017 as well as the last meeting for Councilman Paul Upham, whose term ends this month. The Board discussed the municipal cooperation agreement with the Pawling Joint Sewer Commission and an agreement with the International Brotherhood of Teamsters. The evening concluded with a presentation honoring Councilman Michael Montemarano, who is leaving the Board after 11 years’ service.

 

             The Board opened business addressing the ongoing municipal cooperation agreement with the Pawling Joint Sewer Commission (JSC). The JSC is an ongoing venture between the Town and Village to maintain and improve sewer and wastewater treatment infrastructure. The Town Board approved a motion to authorize incoming Town Supervisor James Schmitt to sign off on budgetary matters relating to the JSC when he fills the position next year.   

   

            Next, the Town Board announced the memorandum of agreement between the Town of Pawling and the Local 456 International Brotherhood of Teamsters. Local 456 is the union representing Town of Pawling Highway Department Employees. Board members praised the new agreement and voted to allow Supervisor Schmitt to grant formal approval in January 2018. The Board also praised the efforts of outgoing Highway Superintendent John Daley and his employees for their efforts during the first snow accumulation of the season and expressed the hope that this level of performance continues under the leadership of new Superintendent Jay Dickinson in 2018.

 

            As the meeting drew to a close, Councilman Paul Upham addressed his fellow Board members and those in attendance. “It’s been a privilege,” he said. “There are so many people to thank. I want to congratulate the new Board members. I’m particularly indebted to Town Clerk Cathy Giordano for the many things that she has done for me. I also owe a lot of gratitude to our town insurance agent, Lori Johnson, who has done an amazing job for the last eight years. There’s so much talent here, and I wish you all well. Good luck to everybody.” Councilman Upham has served on the Town Board since 2010.

 

            The evening concluded with a ceremony honoring the work of Michael Montemarano. Councilman Montemarano resigned from the Board earlier this month, citing personal reasons. Upon entering Town Hall, Mr. Montemarano received a standing ovation, before taking his seat on the Board one final time. He was presented with an official commendation from the Town of Pawling. The honor cited “his years of service with honor and distinction as a Town Councilman,” and went on to state “he has effected great change in Pawling, and has been the driving force behind countless projects and improvements. Mr. Montemarano improved the Town of Pawling in innumerable ways.” Though absent from the meeting, Supervisor David Kelly a prepared a statement regarding Councilman Montemarano’s tenure: “He has done a tremendous amount of work for this town. His positive impact on this community will last for generations to come. Michael Montemarano is one of the finest people to have ever served on this Board, and he is the prime example of what a Board member should be.”

 

The next Town Board meeting is scheduled for Wednesday, January 3, at 7:00 p.m. at Town Hall, 160 Charles Colman Blvd.
